GENERAL INTRODUCTION
In the framework of IAMES foreign affairs 2020
approved by VASS, the Institute for Africa - Middle East Studies has the plan
to organize the International Seminar “The Cooperation between Vietnam and
Africa and the Middle East 2011-2020 and Prospects” on October 21st 2020 in
Seminar Hall 3D, VASS Building, No 1, Lieu Giai, Hanoi.
The Seminar will be a forum for Researchers,
African and Middle Eastern Ambassadors to Vietnam, Policy-makers and Domestic
and Foreign Enterprises to exchange information and review the cooperation
between Vietnam and African & Middle East countries in all fields including
trade, investment, agri-aquaculture, culture, education, tourism as well as
diplomacy, socio-politics, security during 2011-2020. It will also be an
opportunity to share experiences, forecast and suggest policies to promote the
potential cooperation between Vietnam and African and the Middle Eastern
countries in the coming 10 years (2021-2030) and also to contribute for
efficiently implementation of Vietnamese Government’s Project signed by Vietnam
Prime Minister on “Developing Ties with Middle East and African Countries
for the 2016 – 2025 Period”.
THE RATIONALES FOR ORGANIZING THE SEMINAR
Vietnam has been entering the important stage
of development, with the policy of proactive, comprehensive and profound
international integration in the context of global changes unpredict and rapidly.
Resulting from its achievements, Vietnam continues to attempt to spread out its
relations with all countries in the world in all aspects to strengthen its
position in the international arena, including the regions of Africa and the
Middle East.
In the context of fluctuations both the
regional and the world in the 2nd decade of the 21st century, the factors affecting the relationship between
Vietnam and Africa and the Middle East countries have changed much in
comparison to the earlier period. At the beginning of 2011, it happened the
MENA chaos to the appearance of the proclaimed itself Islamic State (IS) and
the fight against the radical terrorism that all
have changed the face of world politics. There have been the remarkable issues
such as: the diplomatic conflict between Qatar and
the Gulf states (GCC) led by Saudi Arabia or achievement of the
"P5+1" agreement and immediately after that U.S. withdrawal
from this agreement
as well as its military
retraction from Syria, the
instability on the Israeli political era or the social unrest in South Africa
and other African nations, Russia's return to Africa through the Russia-Africa
summit in Sochi... and currently the impact of pandemic of Covid-19, ect. All
of these need to research, analyze and assess scientifically to do
consultation for Vietnamese policy makers in cooperation with Africa and the
Middle East countries in particular and other countries in the world generally.
Besides, many African and the Middle Eastern
countries are promoting their policies of “East Look” of which has concentrated
in cooperation with ASEAN including Vietnam in all fields of economics,
politics and social. It’s shown the importance of recognizing the
potentials, advantages, difficulties, barriers and approaches to Africa and the
Middle Eastern markets, thereby finding the most effective solutions to
effectively carry out Vietnamese Government’s Project on “Developing
Ties with Middle East and African Countries for the 2016 – 2025 Period”.
Therefore, organizing the international seminar "The
Cooperation between Vietnam and Africa and The Middle East 2011-2020 and
Prospects" is not only sharing and exchange information but
also has the significance for studying on the regions of Africa and the Middle
East and for the purpose of policy suggestions for Vietnam in promoting its
cooperation with African and the Middle Eastern countries in all fields in the
next decade (2021-2030) of the 21st century.
The Organizing Committee have the great honor
to invite scientists, experts, diplomats, enterprises, investors to participate
and share experiences.
THE SEMINAR OBJECTIVES
- Creating a
forum for scientists, researchers, ambassador of African, the Middle Eastern
countries in Vietnam, policymakers, domestic and foreign
enterprises so as to exchange information, analyze and assess the
circumstance of collaboration between African, the Middle Eastern countries and
Vietnam in all fields including trade, investment, agriculture, education,
tourism, and politics, foreign affairs, security, culture, society, ... and the
factors affecting this partnership in the past (recently 2011-2020).
- Sharing
experiences and policy suggestions for Vietnam to encourage cooperation with
African and the Middle Eastern countries in the coming time (2021-2030) in
contribution to the qualified and effective implementation of Vietnamese
Government’s Project on “Developing Ties with Middle East and African
Countries for the 2016 – 2025 Period”.
- Reinforcing
and developing scientific research collaboration between IAMES and research
institutes and universities of African and Middle Eastern countries such as:
IOF, Mohammed V University of Morocco: Bahcesehir University (BAU) of Turkey; SETA of Turkey;
Brenthurst Foundation of South Africa; Council for Arab Foreign Relations
of Israel;
AUF; JICA; the Institute for
Global Dialogue (IGD) of South Africa; Institute for Security Studies (ISS) of
South Africa in particular and other domestic and foreign research partners
such as: The Middle East – Africa Department of Ministry of Foreign Affairs;
Vietnam Chamber of Commerce and Industry (VCCI); Institute of Francophone
International (IFI) of Hanoi National University; Thai Nguyen University;
Vietnam Academy for Agriculture; Vietnam University for Forestry; Hung Vuong
University; Vietnam Maritime University; FPT University; Hanoi University,
Hanoi Foreign Trade University, ect.
TOPICS OF SEMINAR (consisted of but not limited as
follows)
- The reality of cooperation between Vietnam
and some African and Middle Eastern countries in the fields such as: economy,
politics, diplomacy, security, culture, society in the pass (focused last 10
years from 2011 to 2020) and the prospects for cooperation in the next 10 years
from 2021 to 2030.
- The advantages and possibilities of African
and the Middle East countries in cooperation with Vietnam in some specific
fields such as: trade, investment, agriculture, aquaculture, oil and gas, telecommunications,
education, and tourism... in the period of 2011-2020 and prospects.

articles: Until October 15,
2020
The Rules for papers:
- Full of papers (excluding article name, abstract and keywords): about
4000-6000 words;
- Full of papers is prepared in .docx format; Times New Roman font, font size
13, without line spacing, with full name of author, title, phone number, email,
working agency;
- The article can be in either Vietnamese, or English, or both languages (recommended);
- Language for presentation: Authors can present and develop slides either in
Vietnamese or English.
- Papers will
be edited for publication in the seminar proceedings.
